Correspondence and Position Statements
The Coalition may wish to express the consensus view of Participants in writing or orally at public meetings or other forums. Whenever possible, correspondence and position statements will be distributed in writing prior to Coalition meetings and discussed at meetings. From time to time, correspondence or other position statements may need to be prepared and issued during a period when a meeting is not feasible. In such cases, Participants will be provided with draft correspondence or other position statements for review and comment. Consensus will be developed by review, discussion and modification until the maximum number of Participants agree on the particular correspondence or other position statements. Participants not in agreement with the consensus view of the Coalition are free to express their alternative position. To ensure a robust discussion, the meetings are now comprised of members, observers, technical advisors and agencies.
